The Treasurer's Office

Roby Smith was sworn into office on January 1, 2023, and serves as Iowa’s 26th State Treasurer. As the state’s chief financial officer, Treasurer Smith is responsible for safeguarding public funds and is committed to promoting fiscal responsibility, protecting taxpayer dollars, and helping Iowans plan for a strong financial future.
Prior to his service as State Treasurer, Smith served three terms in the Iowa Senate from 2011 to 2022, representing his home community of Davenport, where he continues to reside. During his legislative career, he chaired the State Government Committee and served on several key committees, including Commerce, Ways and Means, and Rules and Administration. His work in the Iowa Senate focused on strengthening Iowa’s economy, improving government efficiency, and supporting responsible budgeting practices.
Before entering public service, Smith spent nearly a decade working in the banking industry, where he developed a strong foundation in financial management and fiscal oversight, an experience that continues to guide his work as State Treasurer.
In addition to serving as Iowa’s Chief Financial Officer, Smith serves as the State’s Banker. He deposits and invests state funds while ensuring liquidity is maintained to meet Iowa’s financial obligations. He also serves as trustee and custodian of three state pension funds (IPERS, PORS and JRS) and oversees the investment of billions of dollars in state operating funds.
In his official capacity, Treasurer Smith administers several consumer-focused programs designed to help Iowans save for important life expenses. ISave 529™ and the IAdvisor 529 Plan provide families with tax-advantaged options to save for future education costs. IAble®, Iowa’s Achieving a Better Life Experience (ABLE) plan, helps individuals with disabilities and their support systems save for qualified disability expenses while preserving eligibility for federal benefits such as SSI and Medicaid.
Nationally, Treasurer Smith is a voting member on the College Savings Plans Network Executive Board, which is composed of 12 leaders across the nation who strive to promote education access, affordability and advance 529 education savings plans.
Additionally, Treasurer Smith safeguards unclaimed property turned over by financial institutions and businesses that have lost contact with property owners. Through Great Iowa Treasure Hunt, he works to reunite past and present Iowans with their lost or forgotten assets.
Treasurer Smith and his wife Kari live in Davenport. They are the proud parents of four children: Noelle, Kyle, Adam, and Natalie. In his free time, Smith enjoys spending time with his family, cheering on his children in sports, and teaching financial literacy through the Junior Achievement Program.
